Memorandum Opinion on Preliminary Injunction Order

On April 24, 2025, the U.S. District Court for the District of Columbia published a memorandum opinion explaining the court's order granting a preliminary injunction that blocks the Election Assistance Commission from taking steps to implement Section 2(a) of Executive Order 14248, which would have required the addition of a documentary proof of citizenship (DPOC) requirement on the Federal voter registration form. The opinion also explains why the court declined to issue relief blocking other parts of the executive order.
